Die primäre Foundationdatenbank enthält Beschreibungen solcher Anomalien und Notfallmaßnahmen zur Aufrechterhaltung und Wiederherstellung der sicheren Eindämmung im Falle einer Eindämmungsverletzung oder eines anderen Zwischenfalls.
Anomalien haben viele Formen, sei es ein Objekt, eine Entität, ein Ort, oder ein Phänomen. Diese Anomalien werden in eine von mehreren Objektklassen eingeordnet und entweder in einem der unzähligen Sicherheitsstandorte oder, wenn ein Transport nicht machbar erscheint, vor Ort eingedämmt.
