En 1988, una fallida reforma que pretendía extender la participación ciudadana en la política y evitar la corrupción administrativa, entre otras cosas, dio lugar a un movimiento estudiantil y
político que propuso la convocatoria a una asamblea constituyente para las elecciones de 1990.
El movimiento promocionó la así llamada séptima papeleta, propuesta surgida de estudiantes colombianos para las elecciones legislativas de 1991. Si bien el consejo electoral no aceptó la inclusión
oficial de este voto, adicional a los votos por Senado, Cámara de Representantes, Asamblea Departamental, Consejo Municipal y Alcaldes, (los de Gobernador no se contaban hasta la constitución del
91); este se contó extraoficialmente y la Corte Suprema reconoció la mayoritaria voluntad popular validando el voto. En diciembre de 1990 se convocaron a comicios para elegir los representantes a una
Asamblea Nacional Constituyente, la cual promulgó la nueva constitución en 1991.
Los presidentes de la constituyente fueron: Álvaro Gómez Hurtado por el Movimiento de Salvacion Nacional, Horacio Serpa por el Partido Liberal, y Antonio Navarro por el M-19.

proposed the convening of a constituent assembly for the 1990 elections.
The movement promoted the so-called seventh ballot, born of Colombian students proposed for the 1991 legislative elections. While the electoral council did not accept the official inclusion of this
vote, additional votes for Senate, House of Representatives, Departmental Assembly, Council and Municipal Mayors, (the Governor not counted until the constitution of 91), this was counted
unofficially and the Supreme Court recognized the majority popular will validate the vote. In December 1990 he called for elections for representatives to the National Constituent Assembly, which
enacted a new constitution in 1991.
The presidents of the constituent were: Alvaro Gomez Hurtado by the National Salvation Movement, Horacio Serpa of the Liberal Party, and Antonio Navarro for the M-19.
