There's a couple options - stairs or elevator. There's only a couple euro difference but there's a MASSIVE time difference in time wasted.

If you don't buy online are young, fit and have been eating to many pastries take the stairs. Although 600 stairs might sound a lot once your doing them its not to bad. You'll be up in 10-30mins MAX just leisurely walking up. If its the middle of summer - maybe rethink!
Dress warm in winter. The tower is more or less a birds cage and can be freezing at night. So be prepared. We were up at the start of March and it was freezing so just be careful. I prefer night as the city is lit up but each to their own.
Going to the top is in my opinion over rated. All you see in rooftops and they charge you extra 5 euro and then usually but not always have to wait in line for another 30mins. I much prefer the view on the 2nd floor. I've also been up Tokyo tower the worlds tallest tower and I'd say the same about that.
Finally, if you can get into the restaurant just go in and order a light meal. It is quite pricey and often need reservations but its a beautiful view at night and if you just have a drink and a snack it's nice to just take it all in
