舞台は、東京・池袋。都会の非日常に憧れる少年・竜ヶ峰帝人は、幼馴染の紀田正臣に誘われて、来良学園に入学するために上京する。
帝人は上京した初日に、都会で都市伝説と噂される「首なしライダー」を目撃する。帝人は、そこで思いもしない数々の非日常に巻き込まれてゆくと同時に、「首なしライダー」を含む様々な人物が事件に関わっていくことになる。
